SF police find severed head in refrigerator while investigating missing person case, sources
The homicide investigation began as a missing person case linked to the fatal police shooting of a rampaging car jacking suspect two weeks ago in Daly City, the sources said.
Sources said investigators found Perez’s identification at the scene where police killed 35-year-old Antioch resident Justin Silvernale on April 12.
The run in with Silvernale began at 5:30 a.m. on Easter Sunday, when police said he tried to carjack two people at the Chevron gas station at 110 Hickey Blvd. The suspect then allegedly stabbed an off-duty San Francisco police sergeant who tried to intervene.

Police said the 35-year-old man was taken into custody shortly before 1 p.m. to end an incident that began 12 hours earlier when officers on patrol spotted and confronted a suspicious person.
The man ran and then turned around and fired several shots. Police said one officer was treated and released from a hospital for a non-life threatening injury.
The second shooting occurred about 7 a.m. when police saw officers tracked the suspect to a Chandler home when the man again fired shots.

Residents will be allowed to play golf, go fishing and hunting, and use state parks and public lands previously shuttered to help curb the spread of COVID-19, beginning May 5, Inslee said.
Public gatherings, team sports and camping are among the activities still banned.
“If we see a sharp uptake in the number of people who are getting sick or are not following appropriate steps, then we won’t hesitate to scale this back again,” he said in a news release.

9 states still prohibit religious gatherings during pandemic. All others have religious exemptions for stay-at-home orders.
According to the Pew Research Center, the states that currently have no limits on religious gatherings are Utah, Arizona, Colorado, North Dakota, South Dakota, Texas, Arkansas, Tennessee, Michigan, Ohio, West Virginia, Pennsylvania, South Carolina, Georgia, and Florida.
However, nearly one-fifth of the states still have outright prohibitions on all in-person religious gatherings.
Until Sunday, Pew noted, Montana — a typically conservative, hands-off state — also prohibited religious services.

California Governor Weighs Easing Virus Order for Businesses
Newsom on Tuesday planned to outline what it would take to ease his March stay-at-home order, which aimed to slow the spread of COVID-19 by keeping most people at home and closing all but essential businesses.
On Monday, Newsom said the state is “a few weeks away, not months away” from making “meaningful changes” in the order.
It was his most optimistic timeline yet, though he didn’t specify what “meaningful” meant.
Newsom said he will consider different needs based on the types of businesses and where they are located.
He and other governors are working together on guidelines for restarting their economies.
Colorado and Nevada on Monday joined the Western States Pact that also includes Washington and Oregon.
ICE Deports Pakistani National Who Attempted To Launder Money From Al-Qaida
Saifullah Anjum Ranjha, a 53-year-old Pakistani national who served the past eight years in prison, was placed into a deportation flight at the San Antonio International Airport on Monday, according to a press release from the agency.
ICE’s Enforcement Removal officers escorted Ranjha and ultimately handed him over to Pakistani authorities in Islamabad.
The Pakistani national’s deportation was considered a “high-profile removal,” a special distinction given to national security threats, human rights violators and other foreign fugitives.

Tara Reade calls for release of Biden’s Senate records: ‘Why are they under seal?’
“I’m calling for the release of the documents being held by the University of Delaware that contain Biden’s staff personnel records because I believe it will have my complaint form, as well as my separation letter and other documents,” Reade told Fox News on Tuesday.
“Maybe if other staffers that have tried to file complaints would come to light — why are they under seal? And why won’t they be released to the public?”
Fox News on Tuesday asked the University of Delaware for access to the Biden records. The university refused, saying that the papers will not be released until two years after Biden retires.

The Commission voted 5-2 on Monday night to censure Commissioner Kim Gibbs and requested she tender her resignation after she participated in the Operation Gridlock protest in Lansing on April 15.
The Commission’s final vote was 5-2, and was split down party lines, with the Commission’s only two Republicans dissenting.
TMLC alleges the City Commission violated Gibbs’ U.S. Constitutional rights guaranteed under the First Amendment to free speech as well as the right to freely assemble.
Additionally, TMLC said the censure violates procedural and substantive Due Process guaranteed by the Fourteenth Amendment.

Neither the Biden campaign nor the vice-presidential hopefuls returned requests for comment.
